Department
The Finance and Accounts Department of the Ministry is saddled with the responsibility of taking charge of all the financial activities and accounting duties of the Ministry. Other duties of the department include:- The Director (F&A) and Accountant are the co-signatories to the Account of the Ministry. Advising in the disbursement of funds in the Ministry. Responsible for the development and installation of an efficient accounting system of the Ministry with appropriate in-built controls. Serving as a member of the Departmental Ministerial/Tenders Board and advising on the financial implication of contract terms. Collating the financial returns of the Ministry for onward transmission to other M.D.A. Advising on the control and management of funds. Taking charge of the disbursement of funds. Directing replies to and advising the Accounting officer on Audit and Public Accounts Committee queries. Interpretation of Financial Regulations and Treasury Circulars. Advising the Chief Executives, the Accounting Officer and other Departmental Head on accounting matters. Performing any other functions as may be assigned by the Chief Executive/Accounting Officer of the Ministry/Department/Agency.
The Department is divided into 6 sections:
(i) Personal Emolument & DATA: This section is responsible for the preparation of staff salaries and allowances.
(ii) Other Charges 1: Other Charges is responsible for raising payment vouchers to the office of the Accountant-General, collection of cheques from the Office of the Accountant-General and releasing of same to the beneficiaries.
(iii) Other Charges 2: Raising of Internal Vouchers and preparation of cheques for internal payments. Preparation of confirmation letters to the bank.
(iv) Internal Audit: This is the section that is responsible for ensuring that no payment is made without proper authorization, checking and passing of payment vouchers and ensuring that finance officers comply with the existing internal control system.
(v) Revenue & Reconciliation: Is responsible for the collation of revenue and rendering of necessary returns to various Government Agencies.
(vi) Cash Disbursement Section: As the name implies this section is responsible for the collection and disbursement of the Ministry’s fund (Cash) to the beneficiaries
